Woven and Embroidered Kerchief

A curious hybrid of plain white twill cotton field,red silk borders with supplementary weft design, small silk embroidered circle and silk tassels attached to three corners. We would like to know how to fold this so that all the work faces to one side but could not figure it out. Could be used as a head cover kerchief? an apron? anything else? Could it be Albanian? Macedonian? or anywhere else in the Balkans?
